A caregiver is a person who, once registered with the Maryland Medical Cannabis Commission and in possession of a valid MMCC Caregiver ID card, is able to purchase medical cannabis from a licensed Maryland dispensary on behalf of his or her designated patient(s) and transport the legally obtained medical cannabis to the patient(s). Once registered, a caregiver may serve a maximum of five registered patients at one time.
Caregivers must be at least 21 years of age and are required to register with the Maryland Medical Cannabis Commission. A valid government issued photo ID (e.g. State issued Driver's License or State issued Identification Card, Passport, or Military ID) and an MMCC patient or caregiver Identification card is needed to make purchases at the dispensaries. A registered patient is permitted to have a maximum of two caregivers at one time.
You will need one of the following to provide during the registration process:
*You will need 2 photos to submit during the registration process, one of the front of the identification card and the second of the back of the identification card.
You will need an electronic copy of a clear photograph taken within the past
6 months similar to a driver's license or passport photo featured on plain white or off-white background. The MMCC recommends using a highly-rated passport photo app downloaded from Apple or Google Play Store.
Your face must be unobscured in the photo and you must be clothed, directly facing the camera with both eyes open. Avoid wearing a hat, head covering, sunglasses or dark glasses. In the photo, you should have a neutral facial expression or natural smile.
There are certain documents you will need to accompany your registration if the identification you provide is not a Maryland driver’s license or MVA ID Card or does not identify your current address. You must also provide two of the following documents as proof of your current Maryland address:
Documents must include the applicant's name and address and may not be from the same two agencies, e.g. two documents issues by the MVA. All documents must be dated within the past 90 days.
Caregiver registration is completed entirely online. The online application form must be completed and submitted in one session; you will not be able to save and complete the application at a later time. It is essential that you have the required information and documents in an electronic format ready for upload before starting the application process.

Steps to register as a caregiver:

Minor patients (under the age of 18) are required to have at least one caregiver at all times, who is a parent or guardian of the minor. A minor patient may have up to four caregivers, two of whom are a parent/guardian, and two additional adults over the age of 21 designated by a parent or guardian. A minor patient’s caregiver must register with the Commission prior to registering the minor patient.
Any patient that is a Maryland resident under the age of 18 who meets one or more of the qualifying conditions is eligible to be registered with register the Maryland Medical Cannabis Commission and a designated caregiver can purchase medical cannabis in the state of Maryland on behalf of the minor patient once the minor patient is certified by a MMCC Certifying Provider.

There are certain documents you will need to accompany the minor's registration if the identification you provide is not a Maryland driver’s license or MVA ID Card or does not identify your current address. You must also provide two of the following documents as proof of your current Maryland address (this is for the caregiver):
